Laura Swain has been Parkland County’s CAO since 2022. She has worked at the County since 2016 and has also served as Interim CAO and General Manager, Corporate Services. Laura holds a Master’s degree in Public Administration from Dalhousie University and has a background in public service that includes experience with the provincial government, intergovernmental affairs, governance, and regional local government collaboration. Laura currently serves as the President of the Alberta Rural Municipal Administrators' Association.

Parkland County’s Chief Administrative Officer (CAO) is accountable to the Mayor and Council as their sole employee. The CAO is responsible to lead the professional Administration of the County, including the development and implementation of all policies and programs and services. She also directly advises Council on matters of strategy, legislation, external relations, budgetary requirements, municipal operations, and more – while ensuring Council is empowered with information to make informed decisions.
