Statutory Plans & Bylaw Amendments

A statutory plan is a legal document that guides the development of an area within a municipality. In Parkland County, we have two levels of statutory plans and policy direction that guide development – our Municipal Development Plan (MDP) and various Area Structure Plans (ASPs), and Area Redevelopment Plans (ARPs).

We approve statutory plans as bylaws through the public hearing process, as per the Municipal Government Act. It may be necessary for you to amend a statutory plan, or create a new plan, as part of your subdivision or development proposal. 

Redistricting is a type of Land Use Bylaw (LUB) amendment that changes the land use district assigned to a parcel of land. A property may need to be redistricted if the proposed use is not allowed under its current land use district or if a different district is required to support a proposed subdivision or development.

In addition to redistricting, Land Use Bylaw amendments may include changes to bylaw text, definitions, development regulations, overlays, or other provisions of the Land Use Bylaw.  

Statutory Planning Amendments

If a developer wishes to amend the MDP or an existing ASP because their proposed development does not match the policies within one (or both) of these statutory plans, the developer will need to prepare and submit a planning application with the County.

Redistricting

If a property owner wishes to pursue a use, subdivision, or development that is not supported by the property's current land use district, they may need to submit a redistricting application.
