Notice of Public Hearing: Bylaw 2026-26

Proposed Bylaw 2026-26 - Road Closure - Lease - Portion of Second Street East - South Seba

In accordance with Sections 606 of the Municipal Government Act, RSA 2000, c. M-26, as amended, the Council of Parkland County has scheduled a Public Hearing to consider proposed Bylaw 2026-26, being a proposed closure of road allowance for the purpose of lease.

Purpose of Proposed Bylaw 2026-26

The purpose of proposed Bylaw 2026-26 is to close to public travel a portion of Second Street East in the South Seba subdivision so that this area may be leased. 

Parkland County has received a formal application to close this portion of road allowance to public travel.

Who May Participate

Any member of the public who believes they are affected by the proposed Bylaw may make a submission to Council at the Public Hearing. Members of the public may be an individual or a group of individuals who may present in-person, present electronically (virtually), or provide a written submission for Council’s consideration at a public hearing.

Written Submissions

Written submissions must be received by Legislative & Legal Services no later than 4:30 p.m. on Wednesday, July 8, 2026.

Written submissions must: 

  • include the author’s first and last name;
  • identify the proposed Bylaw number;
  • indicate how the author is affected by the proposed Bylaw; and
  • be legible and appropriate for inclusion in the public Council agenda package. 

Written submissions may be submitted by email to: governanceagendas@parklandcounty.com.

Written submissions received by the deadline will be provided to Council and will form part of the public record for the Public Hearing.

Verbal Presentations

Anyone wishing to make a verbal presentation, in-person or virtually, to Council is encouraged to register with Legislative & Legal Services by 4:30 p.m. on Wednesday, July 8, 2026.

Verbal presentations at the Public Hearing will be limited to a maximum of 5 minutes.

Anyone who wishes to speak in-person who has not registered in advance will be provided an opportunity to speak after all registered speakers have spoken. Anyone who has registered to attend virtually who has not registered to speak in advance will be provided an opportunity to speak after all registered speakers have spoken.

Speakers must identify themselves by first and last name and indicate how they are affected by the proposed Bylaw.

Council advises that this Public Hearing is an opportunity for affected members of the public to provide comments on the proposed Bylaw. Once the Public Hearing is closed, Council is unable to receive further submissions.
