Public Notice to Electors of Parkland County - February 23, 2026

Please take notice that Parkland County Council has given first reading to:

  • Infrastructure Borrowing Bylaw No. 2026-08 which will, upon final passage and approval, authorize Parkland County to borrow monies from an authorized financial institution to finance construction of the Entwistle Water Loop West Highway 16 Interchange. The total cost of the project is estimated to be $1,985,000, of which Parkland County intends to borrow $1,875,000 by the issue of debentures. The debentures are to be repayable over a period not to exceed 30 years, with interest not to exceed 10 percent per annum.

  • Infrastructure Borrowing Bylaw No. 2026-09 which will, upon final passage and approval, authorize Parkland County to borrow monies from an authorized financial institution to finance construction of the Entwistle Wastewater Rehabilitation Highway 16 Forcemain Replacement. The total cost of the project is estimated to be $1,100,000, of which Parkland County intends to borrow $1,000,000 by the issue of debentures. The debentures are to be repayable over a period not to exceed 30 years, with interest not to exceed 10 percent per annum.

  • Infrastructure Borrowing Bylaw No. 2026-10 which will, upon final passage and approval, authorize Parkland County to borrow monies from an authorized financial institution to finance construction of the Acheson Zone 3 Wastewater Rehabilitation. The total cost of the project is estimated to be $3,150,000, of which Parkland County intends to borrow $3,150,000 by the issue of debentures. The debentures are to be repayable over a period not to exceed 30 years, with interest not to exceed 10 percent per annum.

Now therefore notice is given that unless a vote of the electors is demanded, as provided for by Section 231 of the Municipal Government Act, Council may pass these bylaws. 

Copies of Bylaw No. 2026-08, 2026-09, and 2026-10 are also available for inspection at Parkland County Centre, 53109A Hwy 779, Parkland County, Alberta, T7Z 1R1, Legislative Services Department, between the hours of 8:30 a.m. and 4:30 p.m., Monday to Friday. 

Anyone wishing to file a petition regarding any one of these bylaws must do so in accordance with Part 7 of the Municipal Government Act. A petition for a vote of the electors on any one of these bylaws must be signed by electors of Parkland County equal in number to at least 10 percent of the population (34,286). 

An “elector” is a person who: 

  1. is at least 18 years old, 
  2. is a Canadian citizen, and 
  3. resides in Alberta and the person’s place of residence is located in Parkland County on election day. 

The petition for a vote must be received by the Chief Administrative Officer within 15 days of the last publication of this notice and shall contain on each page “an accurate and identical statement of the purpose of the petition”. (Further requirements of the petition are described in section 224 of the Municipal Government Act.) 

Date of the last publication of this notice will be the 4th day of March, 2026.
