Notice of Public Hearing: Proposed Land Use Changes - Bylaw 2016-12 and Bylaw 2025-12
In accordance with the requirements of Section 606 of the Municipal Government Act, as amended, the Council of Parkland County has scheduled a Public Hearing regarding the proposed adoption of the following Bylaws:

Bylaw 2025-22 Amendment to Bylaw 2016-12 Highvale End Land Use Area Structure Plan Bylaw 2025-23 Amendment to Land Use Bylaw 2025-12 – New Direct Control District Keephills including section 5.8 regulations Bylaw 2025-24 Amendment to include lands into the New Direct Control District Keephills - Keephills Bylaw 2025-25 Amendment to include lands into New Direct Control District Keephills – Sundance Bylaw 2025-26 Amendment to Land Use Bylaw 2025-12 Keephills Direct Control District |
Purpose of the Proposed Bylaws
Parkland County Council will consider applications to amend the Highvale End Land Use Area Structure Plan (Bylaw 2016-12) and the County’s Land Use Bylaw (Bylaw 2025-12). The purpose of the amendments is to allow Data Processing Facility uses in proximity to the existing Sundance and Keephills Power Generating Stations (as shown on the maps).
Hearing Procedure
This is a formal Public Hearing and Council is prepared to hear and receive formal submissions and presentations (verbal or written) from those who wish to speak to the proposed Bylaws. Written submissions or presentations may be submitted in advance to Legislative Services by 12:00 p.m. on August 27, 2025, or submitted at the commencement of the Public Hearing on September 3 with continuation, if necessary, on September 4, and 5, 2025.
Anyone wishing to make a verbal presentation to Council must notify governanceagendas@parklandcounty.com in advance of the Public Hearing by 12:00 p.m. on August 27, 2025. Verbal presentations at the Public Hearing will be limited to a maximum of 10 minutes. Anyone wishing to make a verbal presentation who has not made prior arrangements may be allocated a time at the commencement of the Public Hearing. Council advises that this is your last opportunity to comment on the proposed Bylaws as Council is unable to receive further submissions after the Public Hearing is closed.
