Development Permits

Whether you're starting a home-based business, cottage industry, or a commercial or industrial business, you'll need a development permit. Learn more about the different permits below or connect with us!

Home-based Business

Parkland County's Land Use Bylaw includes three classifications of Home Based Business with different permitting requirements and restrictions.

  • Home Based Business Level 1: Home office (i.e. consultant with no client visits) - no permit required
  • Home Based Business Level 2: Can be located in a subdivision - development permit is required
  • Home Based Business Level 3: Cannot be located in a subdivision - development permit is required

Cottage Industry Business

This land use allows for a more diverse range of creative, rural cottage businesses even if they are not located in traditional commercial districts. For example, a traditional farm can now have a gift shop, an indoor café and other types of tourism related services as a side business.

Business types may include:

  • u-pick farm with a storefront and snack counter
  • a butcher shop on the property and a photography studio in the home
  • small microbrewery or winery facility
  • farms that host tourism and public events
  • a gift shop on a farm would like to open an indoor café

Industrial & Commercial Business

This land use accommodates for a range of industrial and commercial uses laid out in the Land Use Bylaw.

Planning and Development

Here is some quick information and resources on planning and development in the County to help you get started.

Land Use Districts (Zoning)

In Parkland County, each property (or parcel) has a Land Use District (also referred to as "zoning" in many urban centres).
To find out what a properties land use district is, view the Land Use District Map or use the layers tool in Discover Parkland.

Land Use Bylaw

In the Land Use Bylaw, each district outlines the purpose and intent for the use of land and includes the rules and regulations that must be followed for development.

Area Structure Plan

Is the property you own or wish to own identified in a Parkland County Area Structure Plan?
Area Structure Plans (ASPs) outline detailed policies for growth and future land use designations of specific areas of the County.

Municipal Development Plan

The Municipal Development Plan (MDP) is a high level plan that establishes a vision for the future for the County's growth for the next 30 years. It sets this future direction by identifying where growth will occur including residential, industrial and recreational development. The MDP also contains policies for future land use, infrastructure and transportation requirements, and areas for environmental protection.

Development Permits

Development permits help ensure the use of the land and location of buildings meet the regulations of the Land Use Bylaw. The development permit application is available online or in person at the Parkland County Centre.
