Procurement Services is responsible for ensuring that purchases made by Parkland County are at the lowest overall price in consideration of quality, availability and other criteria relevant to the procurement, while ensuring that the process is conducted in a fair and transparent manner.
Procurement Services supports County departments with:
- providing standardized processes for procurement
- guiding the competitive bidding process
- developing and maintaining relationships with vendors

Advertising of Bidding Opportunities
As an Alberta municipality, Parkland County must comply with the terms of the Agreement for Internal Trade (AIT), the Trade, Investment and Labour Mobility Agreement (TILMA) and the New West Partnership Trade Agreement (NWPTA). This requires that the County advertise all procurements with a value of $75,000 (goods and services) and $200,000 (construction) on the Alberta Purchasing Connection (APC) website (www.purchasingconnection.ca). Parkland County frequently advertises bidding opportunities with values less than $75,000 on these websites and the local paper.

Procurement Processes
Typically goods and services of $10,000 or more involve some type of procurement process. Parkland County uses the following procurement processes:
Informal Quotes |
The informal quote process is often used for lower value purchases and are typically requested directly from the user department. |
Request for Quotations (RFQ) |
This format is used to request bids from vendors for specific goods or defined services. |
Request for Proposals (RFP) |
This format is used for more complex deliverables where the expertise of the vendor community is being sought to recommend an approach or solution to address a need. |
Invitation to Tender (ITT) |
Also known as the "Call for Tender", this is a format used when the specifications or requirements are well-defined including "what", "why", "when", and "how" the work/project/product will be provided or completed, and the terms of the contract are clear. |
Request for Pre-Qualification (RFPQ) |
This process is used to prequalify vendors in the first stage of a two-stage competitive process where the vendor will be required to meet specific criteria. The second stage competitive process (i.e. ITT, RFP, or RFQ) will then be issued by invitation to pre-qualified vendors. This process may also used to establish vendor lists for supplying future goods and/or services to the County. |

This process is used to conduct market research and gather information to determine availability of products or services. |
