About the project
Parkland County is exploring future development opportunities in the Fifth Meridian ASP. The updated ASP will include a development vision for the plan area, an overview of site conditions and proposed future land uses, a transportation and servicing strategy, a phasing plan, and updated environmental policies to support responsible growth.
Goals for the updated Fifth Meridian ASP include:
- Increase capacity of employment lands to support expansion of services to the area.
- Support a range of residential development types to provide a variety of rural lifestyles and opportunities to age in place.
- Improve natural linkages between developments to support the natural landscape and transportation network.
- Update technical studies and policies to support current environmental, economic and market conditions.
- Review and update policies of environmental stewardship to support environmental protection and innovation.
- Support complementary development with neighbouring communities of Spruce Grove and Stony Plain.
The County anticipates that the Fifth Meridian ASP will be a comprehensive development area that provides a variety of employment, service, and rural living opportunities that complement one another.

What is an Area Structure Plan? |
An Area Structure Plan (ASP) provides the framework and policy for future development of a specific area. An ASP is a long-range land use and servicing plan, adopted by bylaw in accordance with the Municipal Government Act, for a large land base. ASPs provide a high-level framework for future land use patterns and infrastructure needed to support future growth. |
What is the current Fifth Meridian ASP? |
The current Fifth Meridian ASP was adopted in 2001, with minor amendments to the plan undertaken in 2003 and 2004. The current development concept proposes a range of uses including Estate Residential, Country Residential, Highway Commercial, Business Industrial (with full and modified municipal services), Public Service and Parks and Recreation uses to be developed within the plan area. Since the ASP was adopted in 2001, minimal development has taken place within the plan area. |
How does the Fifth Meridian ASP fit into the overall policy context? |
The updated Fifth Meridian ASP will be developed to align with several provincial and municipal policies. The chart shows the location of ASP’s in the provincial and municipal planning framework.
