About the facility

The Entwistle Community Recreation Centre (ECRC) opened in the Summer of 2021 and is the only community recreation centre owned by Parkland County. This facility is home to the Entwistle Outdoor Pool, the Entwistle Library, and has s a great location to rent a space to host an event!

Being County owned, the ECRC allows us to serve you better by  providing access to select county services - saving you a trip out to Parkland County Centre.

Project history

Over the past nine years, four studies have been done to provide recommendations on the Entwistle Pool.

Feasibility Analysis Recommended (2009)

The Recreation, Parks and Open Spaces Master Plan (2009) recommended that a feasibility analysis be undertaken to determine what is needed to meet the aquatic needs of the area.

  • Feasibility analysis was recommended due to the expected life span of the facilities.
Feasibility Analysis Approved (2013)

The Entwistle and Evansburg Recreation and Parks Facilities Strategic Plan (2013) recommended that the County proceed with the development of an outdoor pool replacement program.

  • Council directed Administration to proceed with a feasibility study to verify the aquatic needs of Entwistle and area.
Feasibility Study (2015)

The Entwistle Pool Feasibility Study (2015) recommended that if Council determined an outdoor pool a priority for the County to replace rather than upgrade the existing facility.

  • Cost of upgrading was estimated at 54% of the cost of new construction,
    • industry standards would indicate new construction as the most cost efficient option long-term.
Site Programming, Functional Plan and Costing Report (2016)

Upon review of the 2015 study, Council directed Administration to explore the potential of an indoor pool and multi-purpose hub to replace the existing facility.

  • A site programming, functional plan and costing report was completed in 2016
  • Findings included that an indoor pool would not be feasible due:
    • significantly higher capital and operating costs
    • lack of indication of sufficient revenues to offset additional costs.
Council Approval (2018)
Council approved up to $9.3 million for the Entwistle Outdoor Pool and Community Hub, now the Entwistle Community Recreation Centre, based on the components outlined in the Program Statement.

The project was funded by $4 million in restricted surplus and $5.3 in debenture borrowing.  A Borrowing Bylaw was presented to Council at their May 22, 2018 meeting for First Reading.

Groundbreaking (2019)

Parkland County Council, and a member of Yellowhead County Council, came together with the community of Entwistle on Canada Day (2019) to officially break ground and reveal concept drawings of the facility.
