NOTICE: Energization Permit - Changes to the Canadian Electrical Code (CEC) 2018 - Effective February 1, 2019
As a result of changes to the Canadian Electrical Code, residents looking to energize new electrical services will now require an Energization Permit.
What is the change? |
The new Canadian Electrical Code (2018) allows for the grounding of the neutral to be done at either the meter socket or at the service panel. In order to comply with the new Code, the meter socket and panel must be inspected by a certified Electrical Safety Codes Officer prior to energization of a new service. Parkland County is pleased to provide this service to our customers to help ensure the safety of our residents. |
What is the process? |
Customers looking to energize must first obtain an Energization Permit from Parkland County. Simply fill in an Electrical Permit application (available in person and on our website) and check the box for energization. Once the permit is issued and the service is ready for energization, the homeowner or contractor can contact Parkland County to arrange an inspection. Our Electrical Safety Codes Officers will come out and inspect the meter socket and panel for compliance with the Canadian Electrical Code. If the inspection passes, a green sticker will be placed on the meter socket indicating you are ready to energize. Contact your supplier to arrange for energization. |
How do I apply? |
You can apply for an Energization Permit in person at the Parkland County Centre or on our website. Applications can be emailed, faxed or dropped off in person. To book the inspection, contact Parkland County by phone at 780-968-8888. |
What will this cost? |
The fee for an Energization Permit is $105.00 including the required inspection. Parkland County accepts payment by phone or in person by Visa, MasterCard, or cheque. |
How long will this take? |
Parkland County strives to issue Energization Permits within 2 business days of application and to schedule inspections within 2 business days of requests. |

Parkland County offices are open Monday to Friday from 8:30 a.m. to 4:30 p.m. (closed 12:00 p.m. to 1:00 p.m. for lunch) if you would like to speak to someone or apply in person. Alternatively, call 780-968-8888 and ask for Safety Codes where our staff would be pleased to help you. |
You need an electrical permit for:
- wiring installations in or on any land or building
- alteration, extension and repair of wiring
- temporary power
- photovoltaic solar panel systems (PV systems)

Electrical permit applications are available online or in person at the Parkland County Centre.
Fees
Fees vary depending on the value, square footage and type of project. Note: If the Safety Codes Officer is unable to perform your inspection due to deficiencies, access issues, incomplete work or the inability to locate the site, a re-inspection fee will apply.
Who can apply?
- electrical contractors with the appropriate credentials
- homeowners, if they own and live in, or intend to live in, the home and are completing the work themselves or with qualified help
Note: If a contractor is doing the work, you (as the homeowner/business owner) should ask the contractor to pull the permit rather than you pulling the permit on the contractor's behalf.
Inspections
Book your electrical inspections at inspections@parklandcounty.com or by calling 780-968-8472. In your email, please include your permit number, address, and preferred date of inspection. Requests received before 3:30 pm will be confirmed by the end of the business day. |
Permit guidelines
- If the contractor is applying for the permit, the owner should ask for a copy of the permit to confirm that all work adheres to the Safety Codes Act and the Canadian Electrical Code
- The permit generally expires after one year without an extension request
- Work must begin within 90 days from the issue date
- Work must not be suspended or abandoned for a period of more than 120 days
- All commercial, industrial and institutional electrical permits must be pulled by a certified contractor
Note: It is an offence under the Provincial Safety Codes Act to start any work without a valid permit. Permit fees will be doubled if work is started without a permit.
