Business Licensing

Parkland County is business friendly. To improve efficiency, businesses do not require a business license / Approval to Operate from the County. Only a Development Permit is required.

Caveat Review 

Parkland County registers interests on Land Titles in the form of a Caveat, Easement or Utility Right of Way. To request a review of the interests and how they impact your ownership, or to request that the County discharges the interest from your Land Title, complete the Caveat Review Request. Completed requests are to be emailed to landmanagement@parklandcounty.com.
There is a fee of $50 plus GST if the review results in a discharge of interest or if it requires a formal response.

Community Event Permit

 What is a Compliance Certificate? 

A Certificate of Compliance is confirmation from Parkland County that the site location and use of buildings on a property meets the regulations of our Land Use Bylaw. A compliance review is based on a Real Property Report of the property. A Certificate of Compliance does not enforce or comment on any Safety Codes requirements.   

 When do I need a Compliance Certificate
A Compliance Certificate is usually a condition placed on the seller of a property by either the purchaser or their lender to protect their investment. Parkland County does not require you to obtain a Compliance Certificate; however, it is a service provided when requested.

Riparian Setback Matrix Model (RSMM)

  • Developer's Guide to the Riparian Setback Matrix Model

The RSMM is a scientifically-based, legally defensible model that allows municipalities to take adequate precautions to prevent the most common forms of pollution, instead of establishing arbitrary setbacks (Aquality 2015). This policy and procedure is applied under direction from the Municipal Government Act (Sections 663 and 664). To obtain the required information (vegetation, slope, groundwater risk/susceptibility, and adjacent land use data) for the RSMM, applicants will need to retain the services of a qualified professional, registered in the province of Alberta with an organization that is part of the Joint Environmental Professional Practice Board to undertake a geophysical assessment of the proposed development.

 

Seasonal Docks and Moorings - Provincial Requirements

The Government of Alberta (GoA) governs water bodies and shores within the province. This includes the placement of seasonal boat docks and mooring structures within provincial waters.   
Lake ownership is classified as waterfront, semi-waterfront, or back lot. Definitions and diagrams of ownership can be found on the Government of Alberta's Mooring Disturbance Standard - Shared-Docks Fact Sheet.

Semi-waterfont and Water Front Owners:

The new Disturbance Standard (April 2021), if followed, eliminates the need for water front lot owners and semi-waterfront owners to obtain written permission from the County and Province, by providing a general permission.

Back Lot Owners

Under the new standard, back lot owners are still required to obtain a Temporary Field Authorizations (TFA) for seasonal boat docks, lifts and swim platforms. As part of the TFA, written authorization from waterfront owner is required. In many cases, your local municipality is the waterfront owner.
Steps for back lot owners to apply:
  1. Review the User Guide for Dock Authorizations (2021). The guide outlines the steps and requirements to obtain a TFA from the Province.
  2. Complete and submit the Seasonal Use - County Lands: Docks and Moorings application to the County for review and authorization. Completed applications can be emailed to landmanagement@parklandcounty.com or dropped off at the County Center office drop box. Include payment or invoicing information. 
  3. Apply for a Temporary Field Authorizations (TFA) through the Province.
