Business Licensing

Parkland County is business friendly. To improve efficiency, businesses do not require a business license / Approval to Operate from the County. Only a Development Permit is required. 

Caveat Review 

Parkland County registers interests on Land Titles in the form of a Caveat, Easement or Utility Right of Way. To request a review of the interests and how they impact your ownership, or to request that the County discharges the interest from your Land Title, complete the Caveat Review Request. Completed requests are to be emailed to landmanagement@parklandcounty.com.
There is a fee of $50 plus GST if the review results in a discharge of interest or if it requires a formal response.

How can I apply?

Mail/In-Person: Please mail, courier, or drop off your application, RPRs, and payment at the Parkland County Centre. 

Digital Submission: You may email your application along with the original PDF file of your RPR (no scans/photocopies) to development@parklandcounty.com In the email message, please include who to contact for payment. 

 What is a Compliance Certificate? 

A Certificate of Compliance is confirmation from Parkland County that the site location and use of buildings on a property meets the regulations of our Land Use Bylaw. A compliance review is based on a Real Property Report of the property. A Certificate of Compliance does not enforce or comment on any Safety Codes requirements.   

What is a Safety Codes Review?
If you require information regarding safety codes permits or inspection reports (building, electrical, plumbing, gas, or private sewage), you can submit an application for a Safety Codes Review.
 When do I need a Compliance Certificate
A Compliance Certificate is usually a condition placed on the seller of a property by either the purchaser or their lender to protect their investment. Parkland County does not require you to obtain a Compliance Certificate; however, it is a service provided when requested.

Development permit applications must be signed by the applicant and the landowner (or agent acting on their behalf). A Landowner Authorization Letter must accompany an application by a non-owner.

Energization Permit

Changes to the Canadian Electrical Code (CEC) 2018

Effective February 1, 2019

 

As a result of changes to the Canadian Electrical Code, residents looking to energize new electrical services will now require an Energization Permit. 

What is the change?

The new Canadian Electrical Code (2018) allows for the grounding of the neutral to be done at either the meter socket or at the service panel. In order to comply with the new Code, the meter socket and panel must be inspected by a certified Electrical Safety Codes Officer prior to energization of a new service. Parkland County is pleased to provide this service to our customers to help ensure the safety of our residents.

What is the process?

Customers looking to energize must first obtain an Energization Permit from Parkland County. Simply fill in an Electrical Permit application (available in person and on our website) and check the box for energization. Once the permit is issued and the service is ready for energization, the homeowner or contractor can contact Parkland County to arrange an inspection. Our Electrical Safety Codes Officers will come out and inspect the meter socket and panel for compliance with the Canadian Electrical Code. If the inspection passes, a green sticker will be placed on the meter socket indicating you are ready to energize. Contact your supplier to arrange for energization.

How do I apply?

You can apply for an Energization Permit in person at the Parkland County Centre or on our website. Applications can be emailed, faxed or dropped off in person. To book the inspection, contact Parkland County by phone at 780-968-8888.

What will this cost?

The fee for an Energization Permit is $105.00 including the required inspection. Parkland County accepts payment by phone or in person by Visa, MasterCard, or cheque.

How long will this take?

Parkland County strives to issue Energization Permits within 2 business days of application and to schedule inspections within 2 business days of requests.

How do I contact Parkland County?

Parkland County offices are open Monday to Friday from 8:30 a.m. to 4:30 p.m. (closed 12:00 p.m. to 1:00 p.m. for lunch) if you would like to speak to someone or apply in person. Alternatively, call 780-968-8888 and ask for Safety Codes where our staff would be pleased to help you.

Riparian Setback Matrix Model (RSMM)

The RSMM is a scientifically-based, legally defensible model that allows municipalities to take adequate precautions to prevent the most common forms of pollution, instead of establishing arbitrary setbacks (Aquality 2015). This policy and procedure is applied under direction from the Municipal Government Act (Sections 663 and 664). To obtain the required information (vegetation, slope, groundwater risk/susceptibility, and adjacent land use data) for the RSMM, applicants will need to retain the services of a qualified professional, registered in the province of Alberta with an organization that is part of the Joint Environmental Professional Practice Board to undertake a geophysical assessment of the proposed development.

 

Seasonal Docks and Moorings - Provincial Requirements

Currently, the Government of Alberta (GoA) requires residents to obtain a Temporary Field Authorizations (TFA) for seasonal boat docks, lifts and swim platforms placed within provincial waterbodies. Both the information guide and provincial application form can be found on the GoA's website.

This means residents who access their seasonal docks, lifts and swim platforms through county land must obtain authorization from the County and include this authorization when applying through the Province. 

Steps to apply:

  1. Complete and submit the Authorization to Use County Land - Dock Access form to the County for review and approval.  
  2. Email the completed form to landmgmt@parklandcounty.com or drop off at the County Center drop box (located at the front doors, just to the South of the entrance). Include payment or invoicing information.
  3. Apply for a Temporary Field Authorizations (TFA) through the Province.
 How do I know if I own the property or have to go through county land?
  • Find your property on DiscoverParkland.
    • A DiscoverParkland user manual is available on our maps page.
  • County land is identified in pink, so if a pink strip of land appears between your property and the water then county owns the land.
    • If you are still unsure, please email landmgmt@parklandcounty.com.
