Councils updated on progress of the Tri-Municipal Regional Plan.

This week, presentations were made to the Councils of Parkland County, the City of Spruce Grove and the Town of Stony Plain providing important updates on the progress of the work being done in support of the Tri-Municipal Regional Plan (TMRP). Work began on the TMRP following the municipalities signing a letter of intent and securing funding from Western Economic Diversification in January 2019. The TMRP final report and implementation plan is slated for completion in early spring 2021, with formal presentations to Councils anticipated shortly after.

“This initiative is unique as no other Alberta municipality has undertaken a regional planning effort of this scope and magnitude. The development of this regional plan heralds a vital opportunity for the municipal partners in the tri-region to work together in ways that will enable each of us to gain greater efficiencies in our delivery of municipal services while still maintaining service levels for our citizens,” said Deputy Mayor Tracy Melnyk, Parkland County.

Through working in collaboration on this initiative, the three municipalities are seeking to foster a vibrant, growing, diverse and inclusive Tri-Municipal Region. And the aim is to improve governance, service delivery, fiscal capacity, and economic prosperity for the benefit of the citizens in the region.

The TMRP will enable the partners to strategically align land use, services and infrastructure to achieve mutual benefit for their citizens, as well as achieve heightened local, regional and global competitiveness.

“Municipalities are facing various pressures due in part to the current economic climate, reduced energy prices and the impact of the COVID-19 pandemic this year. We believe the work of the Tri-Municipal Regional Plan is vitally important in realizing our regions competitive potential through shared service delivery and pursuing economic diversification,” said Mayor Stuart Houston, City of Spruce Grove.

The Town of Stony Plain, City of Spruce Grove and Parkland County have a strong history of partnership and collaborative service delivery and have also successfully collaborated on significant projects and initiatives in the past, such as the Tri Leisure Centre and fire rescue services. This Regional Plan is an important project that will take a broad look at opportunities to enhance the value and benefit of services and programs to citizens across the region, while achieving long-term sustainability through its implementation.

"This plan will enable us to coordinate and drive economic investment within the Tri-Municipal Region while also improving service to residents through gaining greater efficiencies while ensuring consistency in the delivery of services," said Mayor William Choy, Town of Stony Plain.

According to the 2019 Municipal Census, there are 17,842 residentsThis number is a 3.8% increase from the 2016 Federal Census. While the 2019 Census did not forecast growth for the future, the 2016 Federal Census projected growth to 30,000 by 2032. To accommodate this growth, the Town works closely with regional partners, local businesses, community groups, and other organizations to ensure proper infrastructure, services, and programs are in place. Due to proximity to Edmonton and major highways, and with ease of access to key markets, Stony Plain is a priority area for growth in the Capital Region.
