Executive Administration, which consists of the Chief Administrative Officer (CAO), General Manager of Corporate Services, General Manager of Operations Services, General Manager of Infrastructure Services, coordinates all County operations and ensures the implementation of Council directives as well as Strategic Plan initiatives.
The County has grouped its departments into three Divisions, Corporate Services, Operations Services, and Infrastructure Services with Departments reporting to the appropriate General Manager and ultimately to the CAO.
Pat Vincent, CAO
In September 2007, Parkland County welcomed its newest CAO, Pat Vincent, who not only has a wealth of municipal experience, but definite enthusiasm for the County.
“Parkland County is a large, thriving municipality with a great future,” said Vincent. “I know there are fantastic things we are going to be able to accomplish here.”
Prior to coming to Parkland County, Vincent was the CAO for the Town of Beaumont for six years. During his time with Beaumont, Vincent introduced new strategic approaches to issues that all municipalities face, particularly seeking innovative ways to balance change, growth, economic and environmental priorities while dealing with reduced budgetary parameters and increased service expectations.
But running a municipality is more than managing issues and implementing policies, notes Vincent, and cites strong teams as one of the keys to success.
“I take pride in being able to draw the best effort from our staff and in creating a work atmosphere where mutual respect, trust and a commitment to continual improvement and learning is evident.”
Also important is the need to be aware of issues happening locally, regionally, nationally and internationally as well as identifying potential solutions or opportunities that can affect or benefit Parkland County. To keep current, Vincent holds membership with a number of provincial government organizations including the Alberta Rural Municipal Administrators Association, Local Government Administrators Association and the Society of Local Government Managers. Vincent was also an active member of various Alberta Municipal Affairs department committees and has served in a similar capacity with provincial, municipal, professional and fraternal associations.
