Taxation and Utilities

Parkland County continues to boast the lowest non-residential (industrial/commercial) tax rates in the area and does not have a business tax. Businesses operating in Parkland County are subject to the following taxes:

Municipal: Parkland County’s 2011 non-residential municipal mill rate is 3.792.

Provincial: Individuals and corporations are provincially-taxed based on income. Alberta is the only province in Canada that does not impose a provincial sales tax.

Federal: Individuals and corporations are federally-taxed based on income. There is also a federally-imposed goods and services tax (GST) of five percent.

Municipal Taxes – how we compare

Parkland County uses Leduc, Sturgeon and Strathcona Counties as well as the City of Edmonton as comparators for non-residential (industrial/commercial) tax rates.  Each of the five municipalities controls its own non-residential and residential tax rates.  Education tax rates are determined by the Province of Alberta based on the school requisition needed for that region.

As shown below, Parkland County has the lowest non-residential tax rate in the region, with the City of Edmonton having the highest.  The tax assessments vary significantly, as shown below:

2011  Municipal Tax Education Tax   Total Tax Rate
 Parkland County   6.7842 3.0996   9.8838
 Leduc County   7.3200  3.5000  10.8200
 Strathcona County   8.5789 3.3147  11.8936
 Sturgeon County   9.1044  4.0783   13.1827
 City of Edmonton 14.0909 3.2768 17.3677

While most municipalities in the region have an additional Machinery and Equipment (M&E) Tax, Parkland County is unique as our M&E tax primarily covers power generation and transmission only as most other equipment is exempt.

Also, unlike the City of Edmonton, Parkland County does not have a business tax.

Utilities

Based on recent research, Parkland County offers the lowest utility rates in the Edmonton region compared to similar municipalities. With the exception of the hamlet of Entwistle, Parkland County does not have franchise fees for utilities.
